Right-click "Europa Universalis IV" > "Properties" > "Updates" Select "Cloud", then check-mark "Enable Steam Cloud synchronization", then press "OK" In the Steam Client, select "Steam" in the top-left, then "Settings" If you already have these enabled, un-check then check them again to fix any bugs.
